The story follows James B. Donovan (Tom Hanks), an American insurance agent who is hired to defend suspected Soviet spy Rudolf Abel (Mark Rylance). Donovan unexpectedly becomes a key figure in an international negotiation when an American U-2 spy plane flies over Soviet airspace and its pilot Francis Gary Powers (Austin Stowell) is captured.
Donovan's task is to negotiate for Abel and have him safely exchanged for the captured Powers. He travels to Berlin, which is divided into East and West Berlin, and there he encounters a complex political situation. He must engage in dangerous negotiations with Soviet and East German officials in an attempt to broker a deal that satisfies all parties.
