Judge Toivo Virta has advanced in his career to become the head of the first group of the criminal police and Inspector Palmu's superior. The body of a murdered man is found on Tähtitorninmäki in Helsinki. Virta, Palmu and Detective Kokki begin to investigate the case. Much to Virta's chagrin, journalist Nopsanen has also arrived at the crime scene, whose sensational story in the Iltalehti newspaper is causing additional work for the police.

Television journalist Reino Torpo is murdered after he exposes secret treaty negotiations between Finland and the Soviet Union. Yleisradio does not believe Torpo's colleague is the murderer and hires retired Inspector Palmu to investigate. He enlists the help of his former colleague Väinö Kokki, who works as a restaurateur, but finds himself at odds with his former boss, Toivo Virta, who has become a government secretary.
