In the 50s, a company called ConSec conducted fatal experiments on pregnant women. The children who were born were slightly mutant, they have telepathic abilities. They are called Scanners.

Now, forty years later, David Kellum finds out why he has nightmares, and why his head hurts so often; he is a Scanner. Police Chief Forrester helps David and takes him to meet others like him.
